Tough restrictions for bailed Kayihura

Inspector General of Police (IGP) Gen Kale Kayihura has at last regained his freedom but with restrictions of not travelling beyond Kampala and Wakiso without the knowledge of the General Court Martial.

Kayihura smiled and stood up several times to saluted members of the military court as its chairman Lt Gen Andrew Gutti ruled on his bail application.

Kayihura’s friends and relatives ululated forcing Gutti to pause for a moment as his orderly officers ensured calm prevailed in court.

While Kayihura gave access to medical care outside the country as part of the grounds for his bail application, Gutti told him that he does not have the liberty to travel out of the country without the approval of the military court and the army leadership.

He is also required to report at the court on the last Friday of every month.

He was granted a non cash bail of Shs 5m while the deputy commander Land Forces Maj Gen Samuel Kavuma, the executive director of the National Enterprise Corporation Maj Gen James Mugira and Entebbe Municipality MP Rosemary Tumusiime who stood surety for him were bonded at Shs 10m each, non-cash.

Kayihura who has been in detention since June 13 over charges of failure to protect war materials and aiding the kidnap and illegal repatriation of Rwandan exiles from Uganda to Rwanda.
