Generals Kavuma, Mugira stand surety for Kayihura

Embattled former Inspector General of Police (IGP) Gen Kale Kayihura has presented the deputy commander of Land Forces Maj Gen Samuel Kavuma, the executive director of the National Enterprise Corporation Maj Gen James Mugira and Entebbe Municipality MP Rosemary Tumusiime as sureties for his bail application.

Kayihura who has been in detention since June 13 is seeking to be released on bail so that he can get medical care.

In defending the bail application, Kayihura’s legal team led by former Solicitor General Peter Kabatsi told the General Court Martial sitting at Makindye that the former IGP is a man advanced age who needs specialized treatment.

Kabatsi also asked the Lt Gen Andrew Gutti led army court to consider Kayihura’s service in high ranking positions as a ground for his bail application.

Prosecution led by Maj Raphael Mugisha asked the court to dismiss the application because of a likelihood for Kayihura to interfere with investigations.

“The practice of this court would be that under the circumstances, we are given time to study the application and respond but it was served to us yesterday,” Mugisha said.

Kayihura is facing charges of failure to protect war materials and aiding the kidnap and illegal repatriation of Rwandan exiles from Uganda to Rwanda.
