Arua to replace late MP Abiriga on August 15

Arua Municipality electorates will go to the polls of August 15, to elect a replacement for their slain MP Ibrahim Abiriga.

According to the Electoral Commission (EC) Chairman Justice Simon Mugenyi Byabakama, currently, there is a total of 45,184 voters in the Municipality.

The EC will therefore update the voters register between July 5 to July 9 at all the 65 polling stations in the Municipality.

”The exercise of update will enable Ugandan citizens of 18 and above who either reside or originate in wards or parishes within the Municipality and who have not had their bio-data taken by the electoral commission for purposes of registration to do so,” Byabakama told journalists at the EC headquarters in Kampala on Thursday.

The commission shall also display the voters’ register at polling stations and issue Voter Location Slips between the July 18 and July 27.

Byamukama said, the display process is intended for voters to verify their information on the register and identify and report voters not eligible to vote like the dead, non-citizens and the under aged.

Nominations for the candidates at will be held on July 19 – 20 at Arua District headquarters while candidates’ credentials will be subjected to a public verification on July 19 – 23.

Candidates shall start their campaigns on July 23 till August 13.

”Campaign meetings will be held for a period of 22 days; these campaign rallies are expected to take place from 7am to 6pm on each of the campaign days,” Byabakama said.

Byabakama also banned any fundraising campaigns conducted by candidates effective Monday July 9.

He says this is to ensure a flat platform for competition by all aspirants.

Political parties and independent candidates are also required to submit to the EC a list of their election observers.

Every candidate shall present at most five observers per sub county and two representatives at the tally center.

”Those who wish to observe, who have to apply to the electoral commission, send in the photographs of the person seeking to be observers to our head office. The accreditation process will take place from July 23 and the Electoral Commission will provide tags to those individuals who have been accreditation,” Byabakama said.

The Arua Mucipality seat fell vacant following the killing of Col Ibrahim Abiriga on June 8 at Kirinyabigo near Kawanda in Wakiso district.
